National Address Management Framework

National Address Management Framework (NAMF) is a national set of authoritative datasets of address information, a standard for the exchange and storage of that data to ensure its accuracy, and a set of national standards on how to use it most effectively through existing information technology systems.

Various Australian governments and authorities, such as Experian QAS, have been working on NAMF’s creation for the past two years.

Most of us understand an address to comprise the street and number, the locality or suburb, postcode and state. But it’s not always as simple as that. While generally our location and address information is high quality and continuing to improve, it is collected in varying ways by various government departments and organisations and often, its full value is not being achieved.

As a result, transactions between the state and territory jurisdictions and agencies are inefficient due to the inability to base transactions on an accurate, reliable and common address infrastructure.

Digital and online transactions by government and the private sector are increasing rapidly and all require high quality address data.

And then there are the problems of inaccurate and fraudulent addresses and keeping the various databases current and accurate.

National Address Management Framework (NAMF) is designed to solve all of these problems.

Its fundamental dataset will be based on Australia’s geo-coded national address file (G-NAF) from PSMA Australia and, for bulk billing services, the national postal address data held by Australia Post. (G-NAF contains over 12 million physical addresses and 2.5 million aliases sourced from the Australian Electoral Commission, Australia Post, government mapping agencies and land registries. Every address contains a geo-code (latitude & longitude) with the data updated and corrected quarterly to ensure its accuracy and currency.)

Experian QAS is the first Data Management company to offer a NAMF Compliant solution through their QAS DataFusion dataset.

NAMF’s benefits are not limited to government departments and agencies. Inaccurate and fraudulent addresses affect everyone, whether its public or private sector organisations, medium to large businesses or industry associations and not-for- profit organisations. Basically, anyone who needs to contact a customer to provide a product or service needs accurate address data.

NAMF has now been endorsed by the Ministerial Online Communications Council (OCC) with the recommendation that the Australian, State and Territory governments adopt it. NAMF will quickly emerge as a powerful enabler of fast and accurate service delivery and improved policy development and decision making, not just in government but also in many spheres of industry and business.
